I suggest you...hurricanes are controlled by the tempature of the ocean? Yes? well with all the oil platforms and the possible additions of floating barges water could be pumped from the deapths of the ocean and be distributed on the surface lowering the surface tempature as the hurricane aproaches causing the catagory to decrease since the water at depth is extreamly cold. The oil rigs are already in place to do this
