Naming Winter storms

Whenever we have a severe storm come to the Sacramento Valley and the Sierra and it's NOT Winter, our local news station always calls it a "Winter Storm." Why isn't it called something like "a storm" or "Winterlike storm" or "A Spring storm" is here? Why always call it a "Winter storm?" I presume this information is taken from the Nationlal Weather Service.
